    The WhatsApp Business app is free to download and use, with no monthly fee and no charge per message. The WhatsApp Business Platform, which teams use instead of the app, is not free: Meta charges per message template you send, and your provider charges a platform fee on top. Which one you need depends on how many people answer your messages.

    That is the short answer. The longer one matters, because the free app has a ceiling and most businesses hit it without seeing it coming.

    The free app really is free

    There is no catch in the WhatsApp Business app. You download it, register a number, and you get a business profile, labels, quick replies, away messages, a catalogue and basic messaging statistics. Meta does not charge you for any of it, and it does not charge you per conversation.

    If one person handles all your customer messages from one phone, you may never need to spend anything. Plenty of businesses run on the free app for years quite happily.

    Where the costs start

    Costs appear when you move from the app to the WhatsApp Business Platform. Businesses do this when they need several people answering the same number, automated routing, reporting, or a connection to their CRM. None of that exists in the free app.

    At that point you are paying for three separate things, and mixing them up is the single biggest reason WhatsApp pricing feels confusing.

    One: Meta's per-message charge. Meta charges when you send a message template. Rates vary by message category and by the country your customer is in.

    Two: your provider's platform fee. The Platform is not something you access directly. You work inside a provider's software, and they charge a monthly subscription.

    Three: anything you add. Extra numbers, integrations, AI, additional contact volume.

    What Meta charges per message

    Message templates fall into categories, and the category sets the rate. Marketing templates are the most expensive by a wide margin. Utility templates, which cover things like order updates and appointment reminders, cost far less.

    South Africa has an additional authentication-international rate of £0.0144.

    Two things are worth noticing. First, you are charged on where your customer is, not where your business is. A UK business messaging South African customers pays South African rates. Second, utility messaging is roughly a third of the cost of marketing in the UK and around a fifth in South Africa. How you categorise your templates has a larger effect on your bill than almost anything else you control.

    Utility and authentication rates also step down with monthly volume, by 5%, 10%, 15%, 20% and 25% at rising thresholds. Marketing rates do not tier. At real volume, your effective utility rate lands below the list price above.

    What a platform costs

    Provider pricing is usually a monthly subscription banded by monthly active contacts, which is the number of unique people you exchange messages with in a month rather than the number of messages you send.

    Cue's published pricing starts at £249 a month for Connect, which covers WhatsApp, email, web chat, Facebook Messenger, live chat and broadcast with unlimited seats. Automate starts at £499 and adds the chatbot builder, AI agents and auto-assignment. Scale starts at £699 and adds single sign-on, more integrations and dedicated onboarding. Bands are set by monthly active contacts at 1,500, 5,000 and 10,000.

    Add-ons are priced separately. An additional WhatsApp number or an integration is £49 a month. AI resolutions are £1.49 each on pay as you go, falling to £0.99 in a 100 bundle and £0.89 at 1,000.

    Other providers band and bundle differently, so compare on monthly active contacts and seat count rather than on headline price. Per-seat pricing gets expensive quickly for a growing support team, which is worth checking before you commit.

    Working out what you would actually spend

    A rough UK example. Say you message 2,000 customers a month, mostly order and delivery updates, with occasional promotions.

    • 1,800 utility messages at £0.0159 is about £28.62

    • 200 marketing messages at £0.0458 is about £9.16

    • Meta's charge is therefore roughly £38 a month

    • Add a platform subscription in the £249 to £499 range

    The per-message cost is the small part. The platform fee is the real decision. This surprises businesses who assume WhatsApp will be expensive to send on, and it means the question is rarely "can we afford the messages" and almost always "does the platform earn its subscription".

    When free stops being cheaper

    The free app has no monthly fee, but it does have a cost, and it is not on any invoice. It shows up as messages missed at busy times, two people replying to the same customer, no record of who said what, and no way to answer how quickly your team responds.
