    Black Friday 2026 falls on Friday 27 November, with Cyber Monday on 30 November.

    If you are planning to use WhatsApp for it, the thing most likely to stop you is not your creative. It is approval and messaging limits. A business that connects WhatsApp in November and expects to message ten thousand customers on Black Friday morning will not be able to, and no amount of budget fixes that in the final week.

    Two things are different this year. Meta changed how it charges on 1 October, so a busy November costs differently from last year. And the limits that catch people out have not changed at all, which means the same businesses get caught every year.

    Here is what to set up, and the order to do it in.

    If you are starting from nothing in November, be realistic. You can run a WhatsApp campaign to a small list. You cannot run one to a large list.

    Templates, approval and consent

    Any message you send outside an open 24-hour window needs an approved template. That covers every Black Friday broadcast, because you are starting the conversation rather than replying to one.

    Meta reviews templates on creation and on every edit. The documented review time is up to 24 hours. Templates move through statuses including In Review, Rejected, Active with quality pending, Paused and Disabled, and an approved template starts life with its quality rating pending.

    The practical consequence: build in time for at least one rejection. If you submit on 25 November and it comes back rejected, you have no campaign.

    Categories matter for cost as well as content. A Black Friday offer is a marketing template. If you mix a promotion into something that looks transactional, Meta classifies the whole thing as marketing anyway.

    On consent, both of Cue's markets work on the same principle even though the rules differ in detail. In the UK, PECR requires consent for marketing messages, with a narrow soft opt-in for existing customers who bought something similar and were given a way to opt out at the time and in every message since. The ICO treats direct messages as covered by the same rules as texts, so WhatsApp is not a loophole. The ICO's direct marketing guidance is currently under review following the Data (Use and Access) Act 2025.

    In South Africa, POPIA section 69 prohibits unsolicited electronic direct marketing unless the person consented or is an existing customer under similar-product conditions, and every message has to identify the sender and give a way to stop.

    A Black Friday list built from people who never opted in is a quality problem as well as a compliance one.

    Messaging limits, and the thing that ruins campaigns

    This is the part most businesses discover too late.

    A new WhatsApp business portfolio starts with a messaging limit of 250. That is 250 unique recipients in a rolling 24-hour period, not 250 messages and not 2,000.

    Getting from 250 to 2,000 takes one of three routes: business verification, partner-led verification, or delivering 2,000 high-quality template messages to unique users over a rolling 30-day period.

    Above 2,000, Meta raises the limit automatically, but only when two things are true: your message and template quality is good across your numbers and templates, and you have used at least half your current limit within the last seven days. When you qualify, the increase is one tier and normally arrives within about six hours.

    Read that twice if you are planning a big send. You cannot jump from 2,000 to 100,000 for one day. You climb, one tier at a time, by actually sending.

    There is a second constraint worth knowing. Meta can pace a template, particularly a new one, one that has just been unpaused, or one whose quality is not yet green. Meta begins sending normally, may hold the remaining messages while it watches how people respond, then releases them if the feedback is good or pauses the template if it is not. Meta does not publish the threshold at which pacing kicks in, so plan on the basis that a brand-new template may not deliver to your whole list at once.

    Scheduling and sending the campaign

    Once templates are approved and your limit is where it needs to be, the send itself is straightforward.

    In Cue, broadcasts accept a CSV, XLS or XLSX upload or a Cue contact list. You can personalise with variables and add media, and send immediately or schedule for a specific time. Broadcast reporting covers sent, delivered and read.

    Two things worth planning rather than improvising.

    Segment rather than blasting. One message to everyone produces the worst response rate and the highest block rate, and blocks feed straight into your quality rating. Splitting by purchase history or category interest is more work and materially safer.

    Staff the replies. A WhatsApp broadcast is not an email. People reply, often within seconds, and often with questions rather than orders. A campaign that lands at 9am on Black Friday with nobody watching the inbox produces a queue of unanswered customers on your busiest day. Route them with a Flow, answer the routine ones automatically, and make sure a human is there for the rest.

    What Black Friday costs on WhatsApp this year

    November 2026 is the first peak season under Meta's current charging model, and it is worth understanding before you plan volume.

    Since 1 July 2025, Meta has charged per delivered message rather than per conversation. From 1 October 2026, two further things changed: service messages became chargeable after the first 1,000 per business phone number per calendar month, and utility templates sent inside an open 24-hour window stopped being free.

    For Black Friday, the consequence is not really the broadcast. It is everything that comes after it. A campaign that generates thousands of replies now generates thousands of service messages as your team answers them, and those are billable once you pass the monthly allowance on that number.

    Protecting your number through a heavy week

    Quality rating is calculated from the previous seven days, weighted towards the most recent feedback, and it takes account of blocks, reports, mutes and archives.

    That creates a risk specific to Black Friday. A poorly targeted campaign in the last week of November can pull your quality down and reduce your messaging limit going into December, which is the worst possible month to lose capacity. A low-quality template gets paused for three hours the first time, six hours the second, and is disabled on the third.

    Three things reduce that risk: send to people who actually opted in, segment so the offer is relevant, and resist sending the same message repeatedly across the weekend.

    Black Friday in South Africa

    Black Friday is a significant retail event in South Africa, and WhatsApp reach is high there, so the channel fits the market well.

    The mechanics are identical: same messaging limit tiers, same template approval, same 24-hour window. Two differences are worth planning around.

    South African utility and authentication rates increased on 1 October 2026, at the same time as the service message change, so South African businesses saw two adjustments on one date.

    And POPIA section 69 governs consent, with sender identification and an opt-out route required in every message.

    Start now rather than in November

    The work that decides whether a WhatsApp Black Friday campaign lands is almost all front-loaded: templates approved, limits raised, list cleaned, replies staffed.
